    Very easily done when you do Dark Harvest or just about any rampage/hot shot encounter.

    Since this mission is in San Francisco you will need to progress your story mission to the point where you cross the Golden Gate Bridge.

    Another one that can be done quickly during Rampage: Dark Harvest.
