I prefer the Hurricane over Respark , it has a higher cap.

perks are designed more for survival and revive. this is  more a support loadout, it's not a score loadout

The Stingray is faster to bringing up others shields, and can link a lot, so you can cover many , it's weakness it runs dry  quick, so recharging is often.

Also good for tagging Mobs

Blur  is more to reach others faster, and I believe blur makes it harder for the NPC's to target you (not confirmed) while you're reviving another player
