I've killed people in one shot with a slugger. So don't say it's not possible.The thing about a zagger, unless they hit you dead on, you can survive.
It has terrible range, so unless you're right...

The fix isn't something we can do instantaneously as it requires reviewing logs, manually entering lots of data points into an item, and then removing the existing item to replace it with the new...Atticus Batman: Do not trade. I repeat. Do not trade.

They are currently the only Non-DLC 4 round sawed offs. Legendary Zaggers which are DLC 2 weapons are also 4 rounds, thanks to a change a couple months back....
