I have 4 of 5 for the contract. I find a lot of these crates in the locations specified but it won't let me select them.

New Intel:
Found another crate at the Liro Arena. This is located at the Diablo Lighthouse just south of the Diablo Station (Oil Refinery)

I found that the one at Coit Tower respawns fairly quickly most of the time. You can actually manage to get the weekly done in about 10 minutes.

You don't need anything special to start these. I found the easiest way to do the Tarr crates is to fast travel to Iron Demon Ranch, Bloodbath Turnout, The Crater or Muir Processing Plant and look for a star on the map. It should be a crate, if not, check for other stars. I did the weekly in a couple of minutes.

After fast travelling to Iron Demon look for a crate behind the rocks in front of you and just to your left across the street.

Crate recovered (twice) under bridge crossing ditch at The Crater and the Bug'n'Chug behind metal fence,near light tower and Light of the Fallen.
