This was changed with New Frontier Harvest. A jackpot will now never override your reward weapon from the major.

The stim and spike effects are on use, which means whenever you drop a spike. You do not need to remain in its area of effect, and you will not get a buff from being in someone elses spikes area....

Drop rates will stay the same based on rarity. Legendary converter mods will drop at the same rate as legendary mods. The numbers merely represent the modifier on the mod.
